Wisconsin Statutes Regarding Common Clergy Activities
First, it should be noted that I am not a lawyer, and this information is for reference. Wherein opinions are expressed, they are worldly, non-scholarly, not-necessarily-humble and distinctly non-legal opinions.
It should also be noted that neither the PDF version, nor the State Legislative Database is considered definitive. That honor lies with the printed versions of the statutes only. You may see some disparity between the PDF versions and the Database Versions, as I have. I tend to think the Database version is more up to date, but, then, see paragraph one, above.
If I understand this chapter correctly, it is the most likely chapter under which you might form a church in Wisconsin.

The state also provides a search enabled website if you wish to look these up with handy hyper links, but, in my experience, the search engine is inadequate in many respects. I recommend that, if you know what statute you want, you begin in the main menu, at left, and open the "statutes related" folder, then the "statutes folder, and go directly to the Chapter you seek. If you don't, then just fumble around with the search engine, and open up anything that looks promising.
Of course, these links are by no means exhaustive. The state legislature is a fertile field in which myriad laws grow, and is often poorly tended. If you think you are about to wander into a statutory thicket, contact a lawyer, and have them help sort out the thorny weeds.
